The Australian skipper has secured 309 Test scalps in 71 appearances with an average of 22.10.
Australia's chair of selectors Bailey has stated that skipper Cummins will have a crucial role in the upcoming Ashes series.
Rumors had circulated that the 32-year-old might sit out due to a ongoing back issue that remained unresolved.
Initial reports from the Australian camp suggested no official announcement had been made regarding his involvement, with the extended contest kicking off on 21 November in Western Australia.
He revealed that the captain is progressing and was "optimistic" about his chances of participating.
"It's clear that time is getting short and multiple considerations involved, not just his injury, but additional elements," he commented.
"We're encouraged. There's strong faith that he's going to play a significant role. Hopefully it's the first Test. If not, we'll adjust."
Past Concerns
He was sidelined the ODI and T20 games against New Zealand and India recently after medical tests showed a lower back issue.
Previous incidents include of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a short span.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to secure his spot for the Ashes.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but acknowledged it was "getting tight" for him to recover fully for the opener.
Alternative Arrangements
Should Cummins not be fit, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was recently pulled out from the national team for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
Bailey described it as a "slight concern and stated that Green will play in the Sheffield Shield, so will be "in a good place to deliver overs."
"Considerable effort has gone into building out the plan for him to take part for the initial game as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs anyway. How he handles the willow in shorter formats, should it hinder progress for a short period, we just made the decision to adopt a safer strategy."
